Oracle Data Access Components (ODAC)
Oracle Data Access Components is a free suite of data providers and tools for building .NET applications and connecting them to the Oracle data layer. ODAC contains the Oracle Providers for ASP.NET, Oracle Developer Tools for Visual Studio, Oracle Data Provider for .NET, Oracle Database Extensions for .NET and a number of other drivers and components.

Oracle SQL Developer
Oracle SQL Developer is a free and fully supported graphical tool for database development that allows you to browse database objects, run SQL statements / scripts and edit / debug PL/SQL statements. You can also run any number of provided reports, as well as create and save your own. SQL Developer enhances productivity and simplifies your database development tasks. It also contains the Oracle Migration Workbench.
Oracle SQL Developer Data Modeling is still in development. It will provide tools and utilities for entity relationship modeling, design, data type and multidimensional modeling, full forward and reverse engineering and code generation. It will also include importing and exporting to and from a variety of sources and targets. You will be able to format and validate the models through a predefined set of design rules.
